Claude's Plugin includes everything by default. ChatGPT includes everything in one install too, but each part only loads if you ask for it directly.

Start a message with @Letra da Lei so the research tools load reliably. Without it, the assistant may still use them if it judges them relevant, but that's not guaranteed. To draft something, name the skill directly, for example "using your peticao skill, draft...".
